Proactive Leadership in Large-Scale Disaster Management
In common property and community management, standard administration focuses on day-to-day maintenance, compliance, and budgeting. However, the true calibre of a strata management partner is tested during catastrophic events, where vast community assets, complex stakeholder structures, and millions of dollars in structural damage require immediate, composed, and decisive leadership.
When severe weather strikes a large-scale commercial and residential scheme, swift on-the-ground coordination and relentless insurance advocacy are vital to protecting the community’s long-term interests. This case study highlights how Greg Honeyman, Director and Senior Strata Manager at MBCM Strata Specialists Ballarat, spearheaded the multi-agency emergency response and guided over $10 million in insurance claims and remediation works following an unprecedented supercell storm at the RACV Goldfields Resort and Residential Estate.
The Backstory: A Landmark Regional Resort and Community
Located on the outskirts of Creswick, neighbouring Ballarat, the RACV Goldfields Resort is one of MBCM Ballarat’s premium clients. The property represents a significant regional destination comprising:
- A 144-room, 4.5-star hotel.
- An 18-hole golf course.
- A 130-lot residential estate surrounding the hotel and golf course.
As the premium resort offering in Victoria’s Central Highlands, the property combines commercial hospitality operations with private room ownership and residential living.
The Obstacle: A Catastrophic Supercell Storm
On the evening of 5 January 2022, an extreme weather system developed over the region. While the low-pressure system bypassed Ballarat, it struck neighbouring Creswick at around 5:00 pm, unleashing two hours of severe destruction:
- The Supercell Storm Defined: A supercell is a highly organised, long-lived, and dangerous thunderstorm characterised by a deep, persistently rotating updraft called a mesocyclone. These storms are the most violent type of thunderstorm, often creating localised, intense low-pressure systems that produce giant hail, destructive winds exceeding 125 km/h, flash flooding, and tornadoes.
- The Sequence of Destruction: The storm commenced with a tornado, immediately followed by a massive hailstorm that blocked gutters and drains. A couple of hundred millimetres of rain fell in less than an hour, resulting in massive flash flooding throughout the Creswick township.
- Internal Inundation and Electrical Hazard: At the Goldfields Resort, the hail turned to solid ice inside the gutters and downpipes. With nowhere else to drain, stormwater quickly overflowed into the interior of the building. This deluge caused ceilings to collapse, walls to peel away, and electrical short-circuits that triggered spot fires and extensive internal flooding.
- Evacuation and Broad Damage: The hotel had to be evacuated immediately, sustaining millions of dollars worth of damage. In addition, the 18-hole golf course and numerous homes within the surrounding 130-lot residential estate were severely damaged.
The Blueprint: Immediate Crisis Coordination and Make-Safe Works
When disaster occurs, rapid mobilisation is critical to stabilising the site and ensuring safety. Advised by the Goldfields Resort Manager of the storm and the emergency guest evacuation, Greg Honeyman was on-site early the next morning to coordinate the multi-agency response:
- Emergency Response Integration: Greg assisted in joining and coordinating the large number of response teams on site. Key parties included the Resort Manager, Incident Controllers, Insurance Assessors, and Structural Engineers tasked with preparing the internal ‘make-safe’ procedures.
- Private Owner Support: Beyond high-level operational management, Greg took immediate responsibility for fielding phone calls and emails from numerous private room owners, providing ongoing guidance and management of their individual claims.
The Strategy: Decontamination and Complex Rebuild Delivery
Restoring the resort required an extensive, carefully phased rebuild process:
- Complete Strip-Out: Over several days, the entire interior of the hotel building was stripped down to bare concrete. Container loads of ruined furnishings, carpets, beds, bedding, and electronics were cleared from the property.
- Mid-Summer Dehydration: Occurring in mid-summer, the saturated building required specialised dehydration to prevent mould growth. This process took over two weeks before rebuilding works could safely commence.
- Six Months of Dedicated Claims Management: Throughout the initial six months of the rebuild, Greg managed multiple complex responsibilities on a daily basis. He served as the central point of contact with loss adjusters and owners to progress claims covering both structural building remediation and business interruption.
The Victory: Phased Reopening and Full Asset Renewal
Through disciplined coordination and persistent claims negotiation, the property achieved a complete physical and operational turnaround:
- Phased Resumption: On 24 June 2022, the hotel successfully resumed operations on the lower floors with approximately 60% of remediation complete.
- Full Rebuild Completion: Remediation works across the entire building were officially completed in October 2022, effectively delivering a brand-new hotel.
- Golf Course Reinstatement: Restoration works brought the 18-hole golf course back to its former glory by the December 2022.
- Total Claim Resolution: Greg continued working with the insurance claims throughout the remainder of 2022 until every claim was completed at the end of the year. The total settled value of the insurance claims exceeded $10 million.
- Restored Regional Prominence: Supported by extensive media exposure at the time and ongoing backing from RACV, the RACV Goldfields Resort resumed its position as the premium resort offering in Victoria’s Central Highlands.
The Value of Dedicated Strata Leadership
The catastrophic supercell event at Creswick highlights that exceptional strata management goes far beyond routine property oversight. Technical crises and natural disasters demand proactive leadership, relentless advocacy, and meticulous administrative duties.
By mobilising within hours of the disaster, maintaining transparent communication with private lot owners, and steering more than $10 million in complex insurance claims to completion, Greg Honeyman and the MBCM Ballarat team protected the community’s assets and ensured a world-class recovery. This outcome stands as a powerful demonstration of the MBCM Strata Specialists difference providing reliable, locally focused, and expert management when communities need it most.
